That i go messing around in client.jar that i open i see mobs skins. idk do they go in the game? QUESTIONS:
1Q: Do when i remove META-INF. do they go in-game?
Q2: Can they be used in game?

Mob skins are part of the Protocol Extension They can be used if the server is CPE compatible.

You have to implement the CPE into your server then make a command to change peoples models, they don't just pop up yet as of now, sooner or possibly later there will be a survival mode in which mobs will spawn.
