It depends on the software.
MCGalaxy: /botadd (Someone else made a document detailing all bot related commands, see here)
MCDzienny: /botadd
ProCraft: /ent create
LegendCraft: /bot create
For making a local multiplayer server, download one of the server software. Then in the launcher, use 'Direct connect' with IP 127.0.0.1, port 25565 (unless you change it in server settings), and mppass can be left blank.
