Anarchy map on my server: Should I keep flying but disable no-clip? (Poll)

So I've been planning on a small change to my server's "Anarchy" map, while I'm still obviously keeping it having no build or griefing rules, I feel it needs a limitation on "no-clip". (For anyone who might not know, my server is MasterlazorX Freebuild, Realms, Lava Survival, Anarchy and more). And I will need your vote to decide if I want to keep no-clip or disable it. I've decided on this for quite a while but I'm unsure on whether or not to do this change, so I'm asking you all to vote on this poll here. https://strawpoll.com/ec9476yw

Is there a way to give each player the ability to temp fly? Would be cool if a plugin could do that. Let you fly for a couple seconds and then it needs to recharge.

Disable noclip? Yeah; however, Entitled's idea is pretty nice too.
